OVN setup.

Convert the logical flow stage name e.g. ls_in_lb into the
logical flow table number e.g. 13.
lflow-stage-to-oftable STAGE_NAME
Convert the logical flow stage name e.g. ls_in_lb into the
OpenFlow table number e.g. 21.
