То есть, \(y = 1 / x\).

Аргументы
`x`	A `Tensor`. Должен быть одного из следующих типов: `bfloat16`, `half`, `float32`, `float64`, `int8`, `int16`, `int32`, `int64`, `complex64`, `complex128`.
`name`	Имя операции (необязательно).

Возвращаемое значение
A `Tensor`. Имеет тот же тип, что и `x`.
