Аргументы:

scope: Объект Scope
input: Значение по умолчанию, которое используется, если output не предоставлено.
shape: (Возможная частичная) форма тензора.

Возвращает:

Output: Тензор-заполнитель, который по умолчанию равен input при отсутствии входных данных.
