Аргументы
`bytes_or_text`	Объект типа `bytearray`, `bytes`, `str`, или `unicode`.
`encoding`	Строка, указывающая кодировку для кодирования unicode.

Возвращает
Объект типа `bytes` .

Исключения
`TypeError`	Если `bytes_or_text` не является двоичной или строкой unicode.
